The time shown is when the call came in, as stamped by the county. Dispatch status (waiting, dispatched, en route, on scene) is recorded when our poller observes it, so a status change carries up to two minutes of lag and very short-lived changes can be missed entirely. Status can also move backwards as a call is reassessed.
