The Short Version

  • Pittsford CommUNITY is requesting a non-municipal permit to hang rainbow ribbons on village lampposts June 1-30 to celebrate Pride Month.

The following is the item description as filed with the Village of Pittsford Board of Trustees, April 28, 2026.

Pittsford CommUNITY has requested a non-municipal permit to display Pride ribbons. SEQRA Designation required: Yes or No
Plain-English Explanation from Trustee David Wilkes

This agenda item is a request by the local organization "Pittsford CommUNITY" for a non-municipal permit to display Pride ribbons during the month of June. More specifically, the request would be to hang rainbow ribbons on lamp posts in the Village from June 1, 2026 - June 30, 2026 to celebrate Pride Month.

Whether you support the LGBTQIA+ community or not, at a minimum, please be a First Amendment loving American and don't rip these ribbons down like some tool did with the Trans Visibility ones...we're better than that / they're just ribbons / don't be a snowflake...

The Pollinator Pathways Challenge sign has been requested by a resident to recognize involvement in the program. SEQRA Designation required: Yes or No
Plain-English Explanation from Trustee David Wilkes

This agenda item is, at least as far as I can tell, a request from a resident to allow a small sign to be posted at the front desk of Village Hall. The sign is regarding Pollinator Week, June 22nd - 28th this year, and invites residents to participate in the Pollinator Pathway Challenge (you can learn more about the challenge on the Town's website: Take the Pittsford Pollinator Pathway Challenge | Town of Pittsford).

Item 3: Stonegate Lane Lease Agreement

Item 3: Stonegate Lane Lease Agreement

Item 3: Stonegate Lane Lease Agreement

The following is the item description as filed with the Village of Pittsford Board of Trustees, April 28, 2026.

Consideration of a lease agreement with Stonegate Lane and authorization for the Mayor to execute the agreement on behalf of the Village, subject to review and approval by the Village Attorney. SEQRA Designation required: Yes or No
Plain-English Explanation from Trustee David Wilkes

This agenda item is specifically: (i) to consider the drafted 10-year lease agreement between the Village and Stonegate Lane property owners; and (ii) authorization for the Mayor to execute the agreement on behalf of the Village.

The Village Board (excluding me) has determined that they want Stonegate Lane to be open to public vehicular and pedestrian traffic by way of a lease agreement with Stonegate Lane property owners. In exchange for this access, Stonegate Lane property owners want the Village to provide them with snow plowing and salting services of their driveway, as well as brush and leaf debris removal.

If you remember, this all started back at our December 9, 2025 meeting. Trustee Dave Marshall, who lives right next to Stonegate, added an item to the meeting agenda regarding the Village having provided free snowplowing services to Stonegate Lane, a private drive, for many years. The Village had notified Stonegate residents prior to the meeting that it would no longer be providing snow removal to the driveway due to potential liability exposure. Stonegate residents wanted their free service to continue and made a stink about it to Trustee Marshall, who became fearful that they may retaliate by gating their driveway out of spite.

I reminded the Board that: being a small village does not absolve us from acting like a proper municipality; the legal department at the New York Conference of Mayors (NYCOM) have advised that plowing for residents on any private driveway is, in reality, the gifting of municipal services and therefore taxpayer money; the New York State Comptroller has taken the position that providing such services is an inappropriate fiscal practice; and by using Village resources to plow Stonegate, but not providing the same service to ALL Village residents' private driveways, you create a special treatment situation favoring select members of the community.

Despite all of this, the Board (again, excluding me) voted to have the Village Attorney draft a lease agreement. I was the only Board member to vote "NO" — I do not think it is appropriate to spend even more taxpayer money to "fix" a problem of special treatment that should just end.

A few additional closing thoughts: Why is this a 10-year lease? There are two homes for sale on Stonegate Lane (one already sold) — so we're entering into a decade-long lease agreement with a counterparty where 20% of the group will no longer have any vested interest. And the Village did not provide Stonegate with snow plowing this entire winter, and guess what? They survived. By...drumroll...paying someone to plow their driveway. Oy...

Item 4: Correspondence from Pittsford Canalside Properties LLC

Item 4: Correspondence from Pittsford Canalside Properties LLC

Item 4: Correspondence from Pittsford Canalside Properties LLC

The following is the item description as filed with the Village of Pittsford Board of Trustees, April 28, 2026.

Review and discussion of correspondence received from Pittsford Canalside Properties LLC for consideration by the Village Board. SEQRA Designation required: Yes or No
Plain-English Explanation from Trustee David Wilkes

This agenda item is from Pittsford Canalside Properties LLC, effectively the legal entity that owns the development at 75 Monroe Avenue / "Westport Crossing" (the new apartments near the Monroe Ave. bridge).

The Monroe County Executive, Adam Bello, wrote to developers in the area — including to Chris DiMarzo / his development company Mark IV Enterprises — to note that the County of Monroe Industrial Development Agency (COMIDA) recently completed a Housing Study and Needs Assessment for Monroe County. The study found that Monroe County faces a shortage of housing across multiple price points and housing types, and as a result, COMIDA has adopted a refreshed approach to housing development incentives.

Chris DiMarzo would like to talk to the Board about the updated framework, tax implications, and participation in the new program.

I believe this agenda item will be quite important very soon, so stay tuned...

Item 5: Discussion on the Survey for Election Day

Item 5: Discussion on the Survey for Election Day

Item 5: Discussion on the Survey for Election Day

The following is the item description as filed with the Village of Pittsford Board of Trustees, April 28, 2026.

Discussion of a proposed survey for a date change for Village Election Day. SEQRA Designation required: Yes or No
Plain-English Explanation from Trustee David Wilkes

This agenda item is a discussion of creating a proposed survey to Village residents regarding their preferred date for Village Election Day.

As a reminder, this is a follow-up from our regular Board meeting held on Tuesday, February 24, 2026. The Mayor made a motion to request a resident survey be conducted for residents to provide their preference for a change in Village election date. Mayor Plummer and I voted "Yes" to move forward. Trustee Marshall voted "Yes" with a major caveat that the Board has ultimate veto power regardless of what Village residents ultimately express. Trustees Lisa Cove and John Limbeck voted "No" on allowing a public input survey to be created.

The resident voice matters here — stay tuned for how to weigh in when the survey goes out.

Item 6: Discussion on Grease Trap Legislation

Item 6: Discussion on Grease Trap Legislation

Item 6: Discussion on Grease Trap Legislation

The following is the item description as filed with the Village of Pittsford Board of Trustees, April 28, 2026.

Discussion of proposed local legislation addressing grease trap maintenance or enforcement. SEQRA Designation required: Yes or No
Plain-English Explanation from Trustee David Wilkes

This agenda item will be a discussion of proposed local legislation addressing grease trap maintenance or enforcement. Proper kitchen and/or building grease trap maintenance is really, REALLY important, especially making sure employees are trained in proper disposal procedures to avoid environmental damage.

Example: a Burger King employee in Greece was caught in photos earlier this month pouring gallons of grease into a storm sewer that runs into Paddy Hill Creek — something that is highly illegal according to the NY Department of Environmental Conservation.

Public Hearing: Short-Term Retail Business Permit — Harladay Hots

The following is the item description as filed with the Village of Pittsford Board of Trustees, April 28, 2026.

Public Hearing for seasonal retail business permit for Harladay Hots. SEQRA Designation required: Yes or No
Plain-English Explanation from Trustee David Wilkes

This public hearing is regarding a seasonal retail business permit for Harladay Hots to operate their daily food vending cart within the Village — they have been serving lunch in the Village since 2009. Their cart will be located at 10 N. Main St. from the beginning of May until approximately the end of October; hours of operation will be approximately 11AM - 2PM, Monday through Friday.
