Two Trustees Recap the October 27, 2026 Village of Pittsford Board Meeting

The Short Version

  • Angus Irish Pub's request to stay open until 2 AM on Thanksgiving Eve goes to a public hearing at the Board's next regular meeting on Tuesday, November 10, no earlier than 6:30 PM.
  • The annual holiday market at Pittsford Farms Dairy goes to a public hearing on November 10; the meeting video shows the motion to approve it was changed on the floor to a motion setting the hearing.
  • Voters on March 16, 2027 will see Proposition 1, asking whether to move the Village's biennial election from the third Tuesday in March to the third Tuesday in June, starting in 2029.
  • Jared Owens, an Eagle Scout candidate from Fairport, won unanimous approval to turn a retired mailbox into a flag retirement drop box for the Pittsford Legion Post at Village Hall.
  • Counsel will draft a local-law change allowing "late pour" hours on set days such as Thanksgiving Eve, sparing restaurants a $250 special-permit application each time.
  • Refuse district bid language on performance penalties and fuel surcharges still needs drafting by Village counsel, who will also confirm renewal consent with Casella.

The October 27, 2026 Pittsford Village board meeting began at 6:00 PM on Tuesday at Village Hall, 21 North Main Street. The agenda and full meeting packet are posted on the Village website, and our preview of the packet shows each application as filed. Trustee David Wilkes emailed his recap to neighbors on October 28, and Trustee Lisa Cove posted hers on Facebook. Excerpts from both appear below exactly as written, split by agenda item, along with the agenda items as filed and our analysis of the meeting's YouTube video transcript. Gray boxes show each item as filed with the Board; the first-color boxes are Trustee Wilkes's, the second-color boxes are Trustee Cove's, and the third-color boxes quote the meeting video.

Per the agenda, the meeting video and Trustee Wilkes's recap, the Board's next regular meeting is Tuesday, November 10, 2026. Public hearings on the Angus Irish Pub's Thanksgiving Eve request and the holiday market permit at 44 N. Main St. are set for that night, no earlier than 6:30 PM.

Disclosure: Adam Stetzer serves as an alternate member of the Village of Pittsford Planning and Zoning Board of Appeals. The Angus Irish Pub item below involves a special permit under the Village zoning code.

Eagle Projects – Jared Owens Consideration of Eagle Scout project for flag box.
Trustee David Wilkes — Eagle Scout Project

Eagle Project – Jared Owens

  • This agenda item was a follow-up from our Tuesday, September 8, 2026 regular board meeting and is regarding an Eagle Scout Service Project from Jared Owens, an Eagle Scout candidate from Fairport
  • The proposed project is to repurpose a retired mailbox set for disposal, and refurbish it into a new flag drop box for the Pittsford Legion Post at Village Hall, thereby providing local residents with a convenient location for dropping off any flag in need of retirement, as well as increased exposure for our legion post
  • I personally think this will be an excellent addition to the Village, especially given many people don't realize the proper protocols for retiring a flag respectfully
  • After receiving an update from Jared regarding the proposed location, paint scheme (red, white and blue), and coordination with the DPW Superintendent, the Board voted unanimously to approve Jared's Eagle Scout Service Project

The following is the item description as filed with the Village of Pittsford Board of Trustees, October 27, 2026.

Short-Term Retail Business Permit – 44 N. Main St, David Jewett Consideration of Short-Term Retail Business Permit for Christmas Tree Sales
Trustee David Wilkes — Holiday Market Permit

Short-Term Retail Business Permit – 44 N. Main St, David Jewett

  • This agenda item was an application for a temporary outdoor holiday market for the sale of Christmas trees, wreaths, and handmade gifts at the Pittsford Farms Dairy & Bakery

- Hours of operation would be 9 AM - 9 PM daily, from November 24 - December 24, 2026 - Set up would begin November 16; the site would be restored to normal by December 31, 2026

  • This is an annual tradition (at least since 1995) / a permit we have approved for years, and given the application basically matches verbatim the approved application from last year, the Board voted unanimously to approve the permit
From the Meeting Video — Holiday Market Motion

From the Village's YouTube video, auto-generated captions starting at 6:54. Brackets mark our corrections of misheard words; ellipses mark trimmed filler.

A trustee: "I'll make a motion to approve the short-term retail business permit for Christmas tree sales for Dave [Jewett]."

From the table: "I'm going to ask you to change your motion." … "You're going to make a motion to set a public hearing …"

The revised motion (7:26): "I'll make a motion to move the short-term retail business permit for Christmas tree sales for Dave [Jewett] to a public hearing on November 10th at 6:30."

The clerk's read-back (8:02): "[Trustee] Marshall made a motion to set public hearing for tree sales for David [Jewett] on November 10th at 6:30."

What this means: Tuesday's vote set a public hearing; it did not approve the permit. The motion to approve was replaced on the floor before any vote, and the roll call that passed was on the hearing. The hearing is Tuesday, November 10. Asked about the time, the room clarified it is "starting 6:30 and anytime after 6:30. You can't start before."

Angus Irish Pub Special Permit

Thursday morning, on my way into Village Bakery Café. The heaters and the balloons say the party already happened.

Angus Irish Pub Special Permit

The following is the item description as filed with the Village of Pittsford Board of Trustees, October 27, 2026.

Special Permit Amendment Application – Angus Irish Pub Setting of Public Hearing for consideration of amendment to special permit
Trustee David Wilkes — Angus Irish Pub Special Permit

Special Permit Amendment Application – Angus Irish Pub

  • We solved the handwriting mystery! So, it didn't say "Extend business hours on Wedsday (sic) November 25th to 2AM on Nov 16th", it apparently meant to say "Extend business hours on Wedsday (sic) November 25th to 2AM on Nov 26th" given the whole little concept of midnight starts a new day...etc., etc.
  • Anyway, as a result of the detective work, this agenda item was effectively asking the Board to provide a special permit to allow the pub to operate until 2AM on Thanksgiving Eve (and 2 hours into Thanksgiving morning)

- Apparently the day before Thanksgiving is a major boozing day in the restaurant world, and our legal counsel noted it's the professionals' drinking day given they don't have work the next day

  • The Board voted unanimously to move the special permit to public hearing at the next regular board meeting on November 10, 2026 at 6:30 PM
  • The Board also directed counsel to look at drafting a change to the local law to permit "late pour" hours on very specific days during the year (such as Thanksgiving Eve, New Year's Eve, etc.) to avoid the need for restaurants to have to request a special permit on an ad hoc basis / at a cost of $250 per application
Trustee Lisa Cove — Public Hearings

There will be a Public Hearing for you to comment on 2 special permits happening at out next trustee meeting on Tuesday November 11th at 6:30pm for;

1) David Jewett’s Christmas Tree Farm retail at Pittsford Dairy

2) Angus Irish Pub to extend hours on the evening before Thanksgiving, Wednesday, November 25th, 2026 from normal close at 10pm to allowing a 2am close, on this y only.

The pub was not represented. When the item came up (8:50): "I informed him that he should be here." The Board took the item later in the meeting.

The motion, as read back (30:11): "[Trustee Limbeck] made a motion to move this application for a special permit for the Angus [Irish Pub] at five State Street to extend business hours on Wednesday, November 25th, [to] 2 a.m. to a public hearing on November 10th."

Why a village-wide law came up (31:50), a trustee: "… makes perfectly reasonable sense for a restaurant to say 2:00 the day before Thanksgiving, but also I think it makes perfect sense for any restaurant … to stay open till 2:00. And I don't want a bunch of restaurants to all have to come in and get special permit adjustments …"

Why it can't be in place by Thanksgiving (37:04): Asked whether a local law has to go to New York State to take effect, the answer at the table was: "Yeah, it does. It needs to be filed with state. So, could I say you could have it done for New Year's? Absolutely. But for Thanksgiving, I don't see."

An open invitation to other restaurants (39:24): "So, any other restaurant that's listening right now or sees it on replay [has] until November 10th to get to us a[n] application for a special permit to stay open till 2 am on … Wednesday, November 25th." The discussion just before this described the route: the Board would set a hearing on November 10 and could hold it at the November 24 bill-paying meeting.

Which days the law might cover (41:22): Board members floated New Year's Eve, "St. Patrick's Day, the day before Thanksgiving," December 23 and December 26. The idea discussed was a standing rule ("until we choose to end it") rather than a renewal each year. A second motion directing counsel to draft the local law passed by roll call at 43:20.

Refuse District Service Bid

The following is the item description as filed with the Village of Pittsford Board of Trustees, October 27, 2026.

Refuse District Service BID Update on the proposed Refuse District Service BID
Trustee David Wilkes — Refuse District Bid

Refuse District Service BID

  • This agenda item was a follow-up from our October 13, 2026 regular board meeting and is regarding the upcoming expiration of the initial Refuse District waste removal contract with Seyrek Disposal Casella Waste Systems, Inc.
  • The Clerk updated the bid requirements and specifications document for the 2027 process from a date standpoint; however, some of my and Trustee John Limbeck's suggested changes have yet to be incorporated / need to be drafted by legal counsel:

- I noted that customer service has been a lacking, likely given the remaining trash haulers are major, publicly traded entities, thus our Village receives limited focus; new language in the "performance penalties" section could be the remedy / way to improve attentiveness - Trustee John Limbeck noted we should have firm language in place to deal with fuel surcharge fees, as well as considerations for a situation in which diesel prices decline during the contract period from their current highs

  • Regarding next steps: Village counsel will work with the Clerk to draft the language to address both of our concerns; additionally, counsel and the Clerk will contact Casella to confirm renewal consent (as far as I could tell, the current contract includes renewal options that require consent from both parties)
Trustee Lisa Cove — Refuse District Bid

Review of Refuse District bid contract in process for the next year.

From the Meeting Video — Refuse Contract, Fuel Costs and Missed Pickups

Fuel costs, both ways (13:03): "Can you get a sample escalating clause or deescalating clause for fuel?" The point the Board discussed: if diesel prices fall during the contract, the Village should share in the savings, not only absorb increases.

Renewal needs Casella's consent (18:29), reading from the current contract: "… the village reserves the option to extend the agreement for up to three contract periods on the same terms and conditions with the consent of the contractor." The reply: "There's the caveat."

The plan, two tracks (23:23): "… do the work for the bid, get it ready in case we need to use it, see what their answer is, and then we'll bring both options …"

A proposed penalty for missed pickups (27:09): "… there will be a $10 per week for a] skip" … "per household." The Board also said it would explain in the Village bulletin how residents should report a missed pickup ([27:43).

Election Day Ballot Proposition

Election Day Ballot Proposition

Election Day Ballot Proposition

The following is the item description as filed with the Village of Pittsford Board of Trustees, October 27, 2026.

Considerations of Election Day Ballot Proposition Question Review of proposed proposition question
Trustee David Wilkes — Election Day Ballot Proposition

Consideration of Election Day Ballot Proposition Question

  • This agenda item was regarding the exact language for inclusion on the March 16, 2027 ballot addressing changing the date of biennial elections in the Village
  • The proposed language is as follows: "Proposition 1 - Shall the Village of Pittsford biennial election be moved from the 3rd Tuesday in March to the 3rd Tuesday in June, commencing with the 2029 election?"

- On the ballot, voters will have the option to select "Yes" or "No"

  • The Board voted unanimously to approve the language; the Village Clerk will now submit the proposition language to the Board of Elections / residents should be on the lookout for this proposition on the March 16, 2027 ballot
Trustee Lisa Cove — Election Date

The next Village election will be for 2 trustee seats on March 2027. On that ballot will be a chance for you to vote on moving the Village election day from March to June for the 2029 election. Moving to June allows for easier campaigning and matches our fiscal budget cycle better.

From the Meeting Video — When the Change Would Take Effect

From the Village's YouTube video, auto-generated captions starting at 21:42.

A board member: "Isn't there an election next year?" Reply: "Yeah, in March. That's when it would be on." … Follow-up: "So … it wouldn't carry over to the actual election for the village next year." Reply: "No."

What this means: Voters decide Proposition 1 in March 2027, on the same ballot as the trustee races. If it passes, the March 2027 election still happens in March, and the first June election would be in 2029.

Update on Village Newsletter Template

  • Trustee Cove provided the board with our first look at the much anticipated Fall 2026 Village newsletter that she's been spearheading

- You can take a look at the draft here: DraftFall2026Newsletter2and4.pdf

  • Let's just say...there was not much to discuss / sounds like there is a fair amount of work left to do here. But hey, at least we kind of see what the template looks like? That being said, I am not sure why the Historic Preservation Board section is like 75% of the newsletter, but I'm sure she'll get that sorted before...fall 2026?

The Village Newsletter is in process! We are working on the format. Thanks to all who contacted me with ides.

The trustee presenting the item: "… what was handed out to you is … very different than what … I've seen. So, I don't think there's really much here for us to talk about. I'm meeting with … [Alexandra] tomorrow at 3 … I did receive … some information from residents with some suggestions that they would like to see in the newsletter."

A board member, after: "I really want to thank [Alexandra]. She's put a lot of work into it. … we're having each department sort of weigh in, you know, like building [and] code enforcement, DPW …"

2027 employee health insurance (55:53). The clerk's read-back: "[Trustee] Marshall makes a motion to approve the current plan option as presented and to approve the retire[e] senior plan assuming it's no greater than 15% from the previous." It passed. The Village offers one HSA plan and puts money into each employee's HSA monthly to cover the deductible; the example given was $8,000 for a family plan and $4,000 for a single plan.

A resident's question about a building conversion (1:00:05). A trustee read a resident's message about a building being converted to residential units. The response at the table (1:00:41): "… the code enables this … [it] was written by previous boards and was vetted through public hearings [and] public input." … "the new property owner is following the law."

Bills. The Board approved the bills. One line item is for litigation, and a board member said that spending is expected to keep rising (46:42).

Executive session. At 1:01:44, the Board went into executive session "for the purpose of discussing a real estate transaction." It came back into open session about 30 minutes later, and the video shows no announced action.

I appreciate both David and Lisa taking the time to share their perspectives. It’s interesting to read two accounts of the same meeting. There are some important issues being discussed here, particularly the refuse contract, legal expenses, and how we communicate with residents. I’d like to see more discussion about the financial impact of these decisions and what they ultimately mean for the taxpayers. I have no problem with trustees disagreeing. In fact, I think healthy debate is a good thing. But there’s a difference between questioning a decision and taking a jab at someone. We’re a small Village, and we should be able to disagree without making it personal. At the end of the day, transparency, accountability, and working together should be the priorities. Residents deserve to understand not just what decisions are being made, but why.
