The Short Version

Sidewalk Safety Initiative: Local Law #3
This new code update tracks with NY State law which forbids any motorized transportation on sidewalks (except for wheelchairs). Key Points of Local Law #3: All bicyclists must dismount their bike and walk it if they are within 50 feet of a pedestrian anywhere in the village. All bicyclists must dismount their bike and walk it (or park it) in the village's high density commercial areas. This includes: The S. Main Street shopping district from Lincoln Ave to the N. Main Street entrance to the Town Library parking lot; The [Schoen Place Canal Path](/erie-canal-towpath-pittsford-village) section between the N. Main Street bridge and the State Street bridge; and State Street from the Four Corners to the State Street bridge.

Plain-English Explanation
Two tiers of rules apply. Across the entire village, cyclists must walk their bikes whenever they come within 50 feet of a pedestrian. In the designated commercial zones — the Main Street shopping district, the canal towpath between the two Main Street bridges, and State Street near the Four Corners — cyclists must walk their bikes through entirely, regardless of whether any pedestrian is nearby.

DPW Update: Road Work Schedule — Week of August 17
Washington Road/NY-153 work is progressing toward the Village. Milling is scheduled for Tuesday, August 18, and paving is scheduled for Friday, August 21. Village crews will be milling and patching several locations throughout the Village during the week of August 17. Residents are asked to use caution near work areas, slow down, and please maintain a safe distance from crews.
Sutherland paving is scheduled for the week of August 17. Parking will be prohibited on Sutherland from Lincoln Ave to Jefferson Rd during that week. Parking will be allowed from Lincoln Ave to Monroe Ave, except in spaces where a catch basin is located; the Village will mark those spaces with cones so the road cuts can be paved.

Totally! You're right that NYS law restricts motorized bicycles and scooters on sidewalks — and Local Law #3 goes further for Pittsford specifically. The adopted ordinance text reads: "All bicyclists must dismount their bike and walk it if they are within 50 feet of a pedestrian anywhere in the village," with full dismount zones in several named areas. Our read is that this means “anywhere in the village [on a sidewalk].” That applies to all bicyclists, not just those on motorized bikes. I don't ride my bike on the path in Schoen Place, I'm in the street, so that's not a problem. But I am totally not doing this on the regular canal path, you can forget it. Also if I am riding in the street and someone is on the sidewalk I could easily be within 50 feet of them. It's absolutely ridiculous to have to dismount my bike and walk it in that situation anywhere in the village. Not doing that.

The post is a little unclear, but the law is regarding sidewalks only so if you're in the street you're all set! While the law stipulates that bicycles on the sidewalk need to dismount near pedestrians, it is also an option for any cyclist to move into the street to avoid the pedestrian. This was made to protect everyone from a collision, and prevent the pedestrians from having to move out of the way, either into the street or onto someone's private property, to avoid a bicycle.

Fair! That's on us, the post wasn't clear. The 50-foot rule is a sidewalk rule (§ 176-25.D). In the street it doesn't apply to riders. "Anywhere in the village" is the Village bulletin's phrasing, and it means in every zoning district as opposed to the three commercial districts where you walk your bike regardless. Are your town streets marked as shared bike and vehicle lanes. Sidewalks for pedestrians is fine but is there room for a bike on the town streets? Or is there adequate notification to vehicle traffic to share road space? As a cyclist I have witnessed many near misses at the crosswalk from Schoen place to the canal path.

Maria Scott No you miss the point. There needs to be a clearly marked path to bike. It should not be on the main walkway, but at the East end the transition from the road back to the path needs to be marked appropriately. Keep in mind we have lots of people coming from all over the country and the world that have no idea what the local rules are and they just want to bike the path.

Makes riding a bike not even worth it. On, off, on, off, on, off every time there’s a pedestrian? There are lots of pedestrians in the village. This seems like overkill. Is this why there are new “walk your bike “ signs in the village? The signs make you dismount your bike before crossing the bridge; even if you plan to take the road through Schoen place. Now, you actually have to dismount on the path way before the sidewalk/ street crossing. I was riding through Schoen place just yesterday on the street when some clueless lady didn’t respond to my call out. Her husband pulled her back from my path and she yelled at me; telling me to watch where I was going. I was in the road, had lights, called out, was on the correct side of the street (she was not) and still got scolded. 🤔

If the village wants calmer traffic they need to figure out a plan to move it (maybe no left turns during certain times of day etc.??). The traffic and (weird infrastructure that causes it) is single handedly the worst thing about living in Pittsford- and town and village officials want to slow it down further by “calming” it 😂. Focus should be on making meaningful changes to reduce/move the traffic. Instead they villainize those who choose to bike instead of drive without prioritizing making biking safer in the community.

The frustration is real - shared paths with that much speed difference are genuinely hard. Two things worth knowing: New York legalized e-bikes statewide in 2020 but left towns free to restrict them on their own streets and paths, so a town-by-town ban means a lot of separate fights rather than one; and the canal path isn't a town's to regulate at all - that's the NYS Canal Corporation. To be safe. Thanks for providing this information. I am still trying to understand the scope of the new law. I have three questions: 1. If I am on a bicycle in the road (not a sidewalk or the canal path) on State Street, Main Street or Schoen Place do now I have to dismount when I enter the “designated high density commercial area” and walk my bicycle along the roadway until I leave the designated area? 2. If the answer to the first question is “no” do I have to dismount if I am in the roadway on one of those streets in the designated commercial district and I come within 50 feet of pedestrian who is on a sidewalk? What if I am in the roadway on another street in the village and I come within 50 feet of a pedestrian on a sidewalk? 3. If I am on a roadway in the Village, do I have to dismount if a pedestrian is violating state law by jaywalking or crossing in violation of a “Don’t Walk” sign within 50 feet of me? What if I am in traffic and I can’t dismount safely? PS please don’t repeat what Pittsford Village Chat said above. I’ve already read it. I am looking to clarify it. Thanks

Our understanding: 1) No - no dismounting is required on roadways. 2) Again - the dismount (we believe) is only required on sidewalks. 3) Same - We believe all of these new rules are in the context of “Sidewalk Safety” - which is what this initiative was called.

As a law-abiding cyclist, while I would normally applaud this, I wonder if the new law makes provisions for who is going to enforce it, including appropriate budget for enforcement? There are always people riding their bikes on the Schoen Place canal path and nooooobody is there to stop them or ticket the perps. I even see hi-speed ebikes riding on the path. So bottom line Pittsford Village leaders, unless you're going to enforce it, your law is really a waste of time and comical. Focus on something more important like your campaign of "not feeding the waterfowl".

I think this is a positive, common-sense move. The important thing to remember is that the Village isn’t going rogue here — New York State law already establishes the restriction on motorized bikes and scooters using sidewalks. The Village is applying that framework locally and adding some additional safety rules for the busiest pedestrian areas. With how crowded Main Street and Schoen Place can get, especially in the summer, it makes sense to put pedestrian safety first while still welcoming people who bike into the Village.

I’ve seen young kids (11-ish) on electric bikes and electric scooters on Main Street near the canal bridge riding way too fast. No parents around. I think this is a good law.

I grew up in Pittsford in the 1970s. We were always taught to get off our bikes and walk them once we got into the center of the village, and to always stay out of the way of pedestrians. All the kids did thar. And we road our bikes everywhere back then. Times have really changed. Sad that kids or adults think driving motorized bikes and scooters that go 20 to 25 mph is okay to do on a sidewalk in the village. Just one more sign of the 'me me me' generation(s). The only wheeled/motorized devices that should be allowed on those sidewalks is for handicapped people.

That's a perspective worth pushing back on gently — the village actually has a shopping district along S. Main Street and Schoen Place that's active enough that the August bulletin addresses cyclist conduct specifically within it. We have a piece on Village Bakery & Cafe that speaks to what that district feels like on the ground. Seems to me that if you’re riding your bike for exercise or enjoyment, a commercial area is the last place you’d want to be. I’m all for bikes and walking I also am for being respectful of common space Walk on the right Pass on the left Don’t ride your bike in the middle of the road as you’re toast if you crash with a car. Common sense prevails

We don’t believe Village-level numbers exist. We went to all the meetings on this issue (and there were many) and didn’t see any numbers. We did our own research on nationwide numbers. By far the biggest danger in any pedestrian or cyclist equation is the automobile. It is also true that pedestrian / cyclist injuries are rising - especially with the introduction of e-bikes.
