This item is about draft legislation to modify Chapter 164 of the Village Code to explicitly add language regarding the use of fog and sand interceptors — devices designed to "capture and separate fats, oils, grease and heavy sediment of both animal and vegetable origin from commercial wastewater." At our April 28, 2026 regular meeting, the Board discussed introducing local legislation addressing grease trap maintenance and enforcement. It appears there is a business on Main Street that is consistently disposing of their grease in an improper manner, forcing the Village DPW to be dispatched to clear the clogs — sounds like it's the Del Monte hotel. As a result, taxpayers are indirectly paying for clearing this business owner's clogs, so new legislation would help create a formal way to recoup costs and establish enforcement rules.

I'm a fan of anything that improves people's understanding of rules and regulations when they otherwise might be unaware, so I think this is a smart move. That said, I'm interested to see the ultimate definition of "commercial landscaping contractors" to understand which firms will be within the purview of the legislation.

At the October meeting, the owner of 9 South Main Street (previously bluHorn) presented an application for a special use permit to offer a limited food menu from 12 PM to 11 PM (12 PM to midnight on weekends). The previous Board determined the prior permit was in violation because it was supposed to be supported by a full restaurant kitchen next door, which never happened, and referred the matter to the code enforcement officer. This may ultimately involve how the Village Code defines "bar," "tavern," and "restaurant" — it might be a good time to review whether those definitions need updating.

This item is about how the Village can utilize natural traffic calming measures on Village-owned streets such as South Street. Given the major road work performed on South Street last year, a number of street trees were identified as invasive or obstructing construction and were removed — consequently eliminating an existing natural traffic calming measure, which is especially important given South Street's 20 MPH speed limit. The DPW is currently updating the Village's Street Tree map in conjunction with the annual spring tree planting, and we will be discussing the use of tree plantings to help with traffic calming.

A Pittsford resident reached out at the end of 2025 regarding pedestrian infrastructure that can be prohibitive to individuals with mobility issues. That resident has followed up recently, noting: "I just finished reading the spring Pittsford Messenger about street and sidewalk safety, which has been on my mind too, especially that of accessibility for those with mobility limitations. I realize that for historic preservationists, this can be a scary thought. But as shown in the photos I sent to you both (Clayton NY & Brunswick ME), accessible sidewalks can blend seamlessly into historic preservation districts and add so much more to a village like Clayton, Brunswick or even Pittsford." I'm definitely for making life in the Village easier for those struggling with mobility limitations — my mother is in this camp, and getting around the Village can be tough for her when she visits.

As cute as it is to see kids feeding the ducks and geese by the canal in the spring and summer months, the side effect is a significant amount of bird droppings on the canal path. Inevitably, someone starts complaining, and the DPW has started preemptively going out each morning to power wash the path — an unnecessary taxpayer expense. By creating explicit code that stops the sale of wildlife feed, we can allow DPW to focus on their core tasks, reduce cleaning supply costs, and help protect local wildlife.

On May 18, 2026, the Board received a letter from John Torregrossa, the owner of 5 State Street, proposing a 75-seat Irish-themed restaurant and bar (the floor plan in the packet identifies it as "Angus Irish Pub"). Proposed operating hours are 4 PM to 2 AM Monday through Thursday and 12 PM to 2 AM Friday through Sunday. I'm all for more food options in the Village — I'm just curious to see how residents respond to those proposed hours, given the reaction to another restaurant's late-night proposal earlier this year.

At our May 20, 2026 Board workshop, the Monroe County Sheriff's Department (MCSD) presented their experiences regarding traffic and sidewalk safety in and around Pittsford Village. They confirmed that sidewalks are for pedestrians, bicycles belong in the road, and that the typical casual cyclist does not have the reaction time to safely avoid accidents with pedestrians. MCSD emphasized that local municipalities should have explicit legislation outlining how violators of existing NYS Vehicle and Traffic Law provisions are treated — especially given that e-bikes and e-scooters are already illegal for anyone under 16. We will be working with MCSD to develop draftable enforcement mechanisms.
