The following is the Superintendent's July 2026 Recap Report as filed in the Board of Trustees meeting packet, August 11, 2026. Excerpted; the full report appears on pages 2 through 4 of the packet.

Superintendent July 2026 Recap Report Road Work: • DPW staff assisted Villager Construction on the Phase 1 drainage project on Sutherland taking place from 7/15-7/31 • DPW workers identified 3 storm water headwall railings and a catch basin needing immediate repair as they were a threat to public safety. 2 headwalls and the basin have been repaired thus far, and the 3rd should be finished up within the first week of August. • Elmbrook road repair continued with additional areas being excavated in conjunction with the Town and MCWA. MCWA performed extensive leak detection testing before moving forward with repaving. Paving should be done within the next 7-10 days • Sutherland will have a temporary pavement overlay done as the last part of Phase 1 from Lincoln to Jefferson. This will be completed in August. • Crews made 2 separate Brush runs in July each taking 3 days. DPW crews also made a separate collection run due to storm damage. All together 838 yards of debris were hauled. • A reminder that there is no set brush schedule and that it is performed as time and staffing allow. We ask that all residents be mindful of our brush pickup guidelines which keeps collection efficient and safe. • Staff have noticed a reduction in the amount of brush, so a decision was made to adjust the brush schedule to every other week. This allows our crew to focus on other infrastructure items and projects. Streetlights: • Monthly streetlight inspection completed and report of outages to RGE for all RGE owned streetlights. o Update on South Main RGE streetlights: - Ive expressed the urgency and requested to escalate this matter several times. RGE reports that additional engineering and surveying were requested by DOT. RGE is now awaiting approval from DOT per these items which were submitted. I hope to have an update by mid-August and timeline. Parks-Trees: • Our gardener has worked very hard to maintain the 3 entryway gardens to our Village along with the many medians and parks. Weekly weeding, pruning, watering, and additional mulching have been performed. • 5 new trees have been planted and watered as needed. • Crews perform monthly graffiti checks, to remove or paint over. Unfortunately, many areas have quickly vandalized again. Equipment: • One of the village's 1-ton trucks, most frequently used for brush collection, has been out of service for a scheduled dump body replacement during the Month of July. This is one of the other reasons for the brush collection change. This truck should be back to the village mid-august and placed back into service. Arboretum: • 3 Large trees were downed during July storms. Any trees blocking paths were cut/removed by staff. • Several additional trail signs have been removed or thrown away by vandals. DPW staff will be setting signs in concrete soon. Other items: • Monroe Avenue median has been repaired, replanted and mulched. This had been damaged late fall. It took a lot of coordination to make necessary repairs happen. Many thanks to the Town of Pittsford, Wayside Garden Center, Silvarole trucking and our own DPW staff for this long overdue repair. Positive Feedback: • Village staff have received many compliments from residents during the month of July. These compliments range from parks work in beautifying the village, repair work being completed, brush collection, storm clean up, safety improvements and lastly the positive attitude/smiling faces of the DPW. We truly appreciate the kind words and positive interactions we have with our residents.

AMENDATORY AGREEMENT to COOPERATION AGREEMENT for URBAN COUNTY REQUALIFICATION THIS AMENDATORY AGREEMENT, made this th day of ______ 2026 by and between MONROE COUNTY, a municipal corporation with its principal offices at the County Office Building, 39 West Main Street, Rochester, New York 14614, hereinafter referred to as the "County", and VILLAGE OF PITTSFORD, a municipal corporation. WITNESSETH: WHEREAS, under Title 1 of the Housing and Community Development Act of 1974, as amended, and the National Affordable Housing Act of 1990, the Secretary of the United States Department of Housing and Urban Development, is authorized to make grants to States and units of general local government to help finance Community Development Block Grant (CDBG) program, and WHEREAS, the County is an Urban County qualified for participation in the CDBG program for fiscal years 2027 – 2029, and WHEREAS, the County and the Municipality entered into a Cooperation Agreement on May 14, 2002 ("Cooperation Agreement"), and WHEREAS, the County and the Municipality wish to amend the Cooperation Agreement. NOW, THEREFORE, it is mutually covenanted and agreed by and between the parties hereto as follows: 1. COOPERATION AGREEMENT shall be amended to include 21 c. to read as follows: c. Parties to this Agreement understand and agree that they may not sell, trade, or otherwise transfer all or any portion of CDBG funds to a Metropolitan City, Urban County, unit of general local government, or insular area that directly or indirectly receives CDBG funds in exchange for any funds, credits, or non-Federal considerations, but must use such funds for activities eligible under Title I of the Housing and Community Development Act of 1974, as amended. 2. Public Hearings – 6:30 PM 1. Local Law Amending Chapter 176, Article X of the Code of the Village of Pittsford • Modernization amendments to Chapter 176, Article X (Bicycles, Skateboards, Roller Skates, Scooters and In-Line Skates on Public Sidewalks) • Changes include alignment with the prevailing New York State Vehicle & Traffic Law

Definitions of bicycle, electric bicycle, electric scooter, in-line skates, roller skates, pedestrian, and sidewalk are amended in § 176-23 to defer to New York State Vehicle & Traffic Law; the full definitional text appears on pages 16 and 17 of the packet.

The following are the operative amendments to Chapter 176 as filed in the Board of Trustees meeting packet, August 11, 2026. Excerpted from the draft local law; definitional amendments to § 176-23 omitted.

Amend Section 176-24 so that it now reads: § 176-24. Precautions for sidewalk use. A. Pedestrians shall have the right-of-way in the use of all sidewalks in the Village of Pittsford. B. Whenever a person shall operate a non-motorized wheeled device upon a sidewalk, such person, as required by the New York State Vehicle & Traffic Law, shall wear a helmet of good fit, fastened securely upon the head with helmet straps. C. No person shall operate a non-motorized wheeled device upon a sidewalk unless such device and/or operator is capable of providing an audible signal to pedestrians utilizing that sidewalk of the approach of such person on such wheeled device. D. No person shall operate a non-motorized wheeled device upon a sidewalk later than 1/2 hour after sunset or earlier than 1/2 hour before sunrise, unless such person is equipped with proper safety equipment defined as follows: (i) for bicycles and scooters, a white front-facing headlight visible from a distance of not less than three hundred (300) feet and a red rear light or red reflector visible from a distance of not less than three hundred (300) feet; and (ii) reflective clothing or reflective devices sufficient to render the operator visible to others. Amend Section 176-25 so that it now reads: § 176-25. Restrictions on sidewalk use. A. In accordance with the New York State Vehicle & Traffic Law, no person shall operate an electric bicycle or electric scooter upon any sidewalk within the Village of Pittsford. B. Bicycle, electric bicycle, and electric scooter riding is prohibited on the [Erie Canal towpath](/erie-canal-towpath-pittsford-village) between the Main Street bridge and the State Street Bridge, and dismounting of such vehicles on the towpath in that area is required. Signs shall be posted indicating these restrictions. [Amended 10-27-2020 by L.L. No. 5-2020] C. In-line skates, roller skates and/or skateboards/scooters shall be operated at no greater than normal walking speed on the Erie Canal Towpath between the North Main Street Bridge and the State Street Bridge. D. In any zoning district in the Village in which it is permitted to ride a non-motorized wheeled device on public sidewalks, (all zoning districts in the Village with exception of those listed in 176-25.E.), the operator of said device shall maintain a distance of not less than fifty (50) feet from any pedestrian. No operator shall pass a pedestrian while mounted; however, an operator of a bicycle or skateboard/scooter may dismount and walk their device to pass a pedestrian. E. In addition to the other controls established by this Chapter, no person shall operate a bicycle or skateboard/scooter on public sidewalks located within the TDD, VCB and MU-EC zoning districts, as shown on the officially adopted zoning map of the Village of Pittsford, and riders shall dismount and walk such device on public sidewalks in these districts. In-line skates and roller skates shall be operated at no greater than walking speed on public sidewalks in the three aforementioned districts, and an operator on in-line skates or roller skates shall maintain a distance of not less than fifty (50) feet from any pedestrian while on public sidewalks in the three aforementioned zoning districts. Amend Section 176-27 so that is now reads: § 176-27. Penalties for offenses. A. Criminal penalty. Any person who violates any provision of this article shall, upon conviction thereof, be subject to the following penalties: (1) First or subsequent offense: Fine in the amount of one hundred dollars ($100.00). (2) Each separate violation shall constitute a separate offense. (3) Any electric bicycle or electric scooter found to be in violation of this article of the New York State Vehicle & Traffic Law may be confiscated by a law enforcement officer. (4) Any such confiscated equipment shall be released to the owner and/or parent/guardian of such owner upon proof of payment of all applicable fines and compliance with this article. C. Enforcement. The provisions of this article may be enforced by any police law enforcement officer within Monroe County, code enforcement officer of the Village of Pittsford, parking enforcement officer of the Village of Pittsford, any member of the Department of Public Works of the Village of Pittsford or any other person designated by the Village of Pittsford Board of Trustees. Effective Date: This local law shall take effect immediately upon its adoption by the Board of Trustees of the Village of Pittsford and the filing thereof with the New York Secretary of State.

SIDEWALK SAFETY INITIATIVE DISCUSSION The board discussed sidewalk safety and the regulation of e-bikes, e-scooters, and bicycles within the village. Sergeant Joseph Masad of the Monroe County Sheriff's Office Traffic Enforcement Unit provided an overview of current state laws, enforcement challenges, and safety concerns, particularly the inability to effectively enforce violations involving riders under the age of 16. He recommended adopting a local ordinance authorizing the confiscation of e-bikes and e-scooters, accompanied by a civil fine, as a practical enforcement tool and deterrent. Discussion also focused on keeping local regulations simple and enforceable, maintaining sidewalks primarily for pedestrian use, enhancing education and outreach through schools and community organizations, improving signage along the canal corridor, and considering additional enforcement and seasonal staffing. Trustees expressed support for pursuing a confiscation-based enforcement mechanism and educational initiatives rather than implementing complex, location-specific regulations. The Regular Meeting is Tuesday, August 11, 2026 at 6:00 PM at Village Hall, 21 North Main Street. Public comment comes early, right after the Pledge of Allegiance and before department reports. The two public hearings are scheduled to begin no earlier than 6:30 PM.

The meeting is open to the public and is streamed live through the videoconferencing link on the Village website. The public can see and hear the meeting live, and for the special permit hearing the Village says comments may be submitted through that link as well.

Both public hearing notices state that copies of the local law and the proposed special permit application are on file in the Office of the Village Clerk, available for inspection between 8:30 AM and 3:30 PM Monday through Friday, or on the Village website. The signed special permit application appears on pages 22 and 23 of the packet, filed 7/9/2026 with a $250 fee and signed by the applicant and the property owner. Two of these items would change something concrete. If the Chapter 176 amendment passes, riding an e-bike or e-scooter on any Village sidewalk becomes prohibited, a violation carries a $100 fine, and the equipment itself can be confiscated by a law enforcement officer — effective immediately on adoption and filing with the Secretary of State. The LOR discussion is exploratory only, but it concerns five specific North Main Street addresses, and exploratory discussions are where the shape of a future local law gets set. August 11 is the meeting where residents can speak to both before anything is drafted. The next scheduled meeting after that is a workshop on August 19.

The problem is that once again information is missing from the meeting packet posted online. New York State Open Meetings Law requires all materials to be discussed in the meeting to be made available to the public at least 24 hours before the meeting. This has become a regular problem with Pittsford Village Board meeting agendas and demonstrates a lack of transparency.

Does the agenda include anything about tackling the awful traffic all throughout the village? I will go out of my way on weekends & rush hour to avoid the village & Jefferson st all costs.

Chris Bartley left turn signals on Jefferson. Traffic circle at 31 & State St to keep traffic flowing. Pedestrian bridges instead of people jay walking or using orange flags so they don’t killed trying to cross the street.

Paige Andrews Drake a turn lane at S. Main / Jefferson would be great- I’ve wanted that for 20 years. There should be enough room there to do that without major road reconstruction. I assume by 31 and State St. you mean the Main / State intersection? I wonder if there’s enough room for a traffic circle there- I think that intersection needs to be able to handle commercial trucks which require a large turning radius. Good thought though.

That's a real tension — the commercial corridor along Monroe Avenue does generate significant regional draw, and no one is pretending otherwise. I went looking through the online meeting packet and could not find the actual special-permit application for the proposed spa—or several of the supporting documents for the other agenda items. Am I overlooking them? If these materials are available online, could someone please provide the direct link so residents can review them before Tuesday’s meeting?

Thanks for confirming. If the Village has the application, why isn’t it included in the online packet? NY Public Officers Law §103(e)⁠ says records being discussed at an open meeting should be posted online, when practicable, at least 24 hours before the meeting. Residents shouldn’t have to go to the Clerk’s Office during business hours just to see what’s being discussed at a public hearing. https://www.nysenate.gov/legislation/laws/PBO/103

Frederick Douglass has a documented history with the Pittsford area, and the Board's August 11 agenda includes a "Frederick Douglass Statue Location Discussion," so the community is actively weighing where a potential statue might be sited.
